摘要:: 我国是世界上畜牧养殖数量最大的国家，快速增长的畜禽养殖业规模带动了农村经济的快速提高。近年来，动物疾病防控成效逐步成为畜牧业维护稳定的关键，研究动物疾病防控的政府职能、防控体系以及风险控制具有重要的理论意义。科学有效地预防和控制动物疫病，不仅符合养殖企业、养殖户的实际需求，也是我国畜牧业发展的必要步骤，因此，对相关理论和时间的研究有着极强的迫切性和现实性。

Abstract:: China is the world's largest livestock farming population, and the rapid growth of livestock and poultry industry has led to the rapid improvement of rural economy. In recent years, the effective prevention and control of animal diseases has become the key to main? tain stability, animal husbandry research of the animal disease prevention and control of government function, prevention and control sys? tem and risk control have important theoretical significance. Scientific and effective prevention and control of animal epidemics, not only conforms to the actual demand of the farming enterprises and farmers, is also the necessary steps in the development of animal husbandry in our country, therefore, the study of relevant theories and time has a strong urgency and reality.
