本文根据黑龙江大学王晓玲教授提出的撂荒说和其倡导之横纵论综合论证国际私法
和国际经济法在调整对象和调整方法上的区别，探讨在国际民商事法律关系中，使用“涉外”“跨
国”“跨境”概念的利弊优劣。

Based on the theory of leaving land uncultivated put forward by Professor Wang Xiaoling of
Heilongjiang University and the horizontal theory advocated, this paper comprehensively demonstrates
the differences between private international law and international economic law in the adjustment ob?
ject and method, and probes into the international civil and commercial legal relations. The advantages
and disadvantages of using the concept of "foreign affairs", "transnational" and "cross-border".
